Landmark development opportunity in prime position

A significant residential development opportunity at the northern edge of Palmerston North is being brought to market, offering developers and capital partners the chance to secure one of the city’s largest operatively zoned residential landholdings within an increasingly supply-constrained housing market, Bayleys brokers say.

Bayleys Manawatū-Whanganui’s Karl Cameron, together with colleagues Jack Monckton and Bede Blatchford, is marketing the freehold landholding Mātangi (Whiskey Creek), located at Rangitikei Line (State Highway 3), Flygers Line and Benmore Avenue, inviting expressions of interest closing on Tuesday, 4th August 2026 (will not be sold prior).

Held in three titles, the parcel occupies a highly strategic position at the intersection of State Highway 3 and Palmerston North’s northern arterial network, providing direct connectivity to both the city centre and the wider Manawatū-Whanganui region.

Cameron says location remains one of the defining considerations for large-scale residential development, particularly as councils seek to concentrate growth around areas capable of supporting efficient transport, servicing and long-term community outcomes.

“One of Mātangi’s greatest strengths is that it doesn’t rely on future connectivity – it already exists,” he says. “The site benefits from immediate access to the city’s arterial road network, established residential neighbourhoods, schools, retail services and employment centres. For developers, that can materially influence both staging and market absorption.”

The opportunity comes to market as Palmerston North continues to cement its position as one of New Zealand's most economically resilient and strategically important regional centres.

An economy valued at circa $8.80 billion is supported by a diverse range of institutional employers, including MidCentral Hospital, Massey University, Royal New Zealand Air Force Base Ohakea, Linton Military Camp, and the region’s buoyant agribusiness and logistics sectors.

Additionally, the population is forecast to increase by almost 25 percent by 2054, while Palmerston North City Council (PNCC) has identified demand for approximately 9,884 additional homes over the next three decades.

Accommodating that growth requires a combination of new housing and carefully planned urban expansion. Recognising this, the Mātangi Residential Area Plan Change became operative in March 2023.

The resulting framework is now embedded within the Palmerston North District Plan, establishing a clear structure for future development.

Mātangi comprises an approximately 12ha residential development platform, alongside a 10ha conservation and amenity corridor, and a further 17.5ha remaining as productive rural land.

Bayleys Manawatū-Whanganui’s Jack Monckton says the District Plan framework indicates an overall yield of circa 158 residential lots across the broader Mātangi Residential Area, including conventional residential lots, higher-density housing opportunities and a mixed-use neighbourhood centre site.

“Opportunities of its scale are increasingly important to the way growing cities accommodate future population growth,” he says.
